BRICS leaders meeting at the 18th BRICS Summit in New Delhi have adopted the 'New Delhi Declaration: Building for Resilience, Innovation, Cooperation and Sustainability' and agreed to advance an integrated early warning system for infectious diseases, summit officials said. Prime Minister Narendra Modi announced the agreement during his closing remarks, linking the measure to broader efforts to boost preparedness and response to future outbreaks.
The summit took place at Bharat Mandapam on 12–13 September 2026 and was attended by leaders including Narendra Modi of India, Xi Jinping of China, Vladimir Putin of Russia and Masoud Pezeshkian of Iran, among others. Delegations adopted the New Delhi Declaration at the conclusion of the meeting.
The declaration, characterised in reporting as an extensive document, sets out a wide range of commitments on trade, resilience, health and global governance. It includes language welcoming the establishment of a Sub‑Working Group to advance a BRICS Integrated Early Warning System for the prevention and response to mass infectious diseases.
Summit outcomes and the declaration place particular emphasis on strengthening resilient and more reliable supply chains, including a BRICS Logistics Supply Chain Cooperation Framework, and on measures to boost trade and the participation of developing countries in higher‑value‑added manufacturing.
The New Delhi Declaration and related BRICS documents referenced a range of health cooperation priorities, including surveillance, regulatory cooperation, tuberculosis research, vaccine research and development, national public health institutes and digital health architecture, and endorsed operational frameworks and networks to support them.
In his summit remarks Modi warned that rising geopolitical tensions, supply‑chain disruptions and climate crises are increasingly affecting ordinary people and called for strengthened cooperation among BRICS members. He also cautioned against the 'weaponisation of technology and critical minerals' and emphasised the need for inclusive adoption of technology so that development benefits are widely shared.
Modi urged BRICS members to convert summit agreements into tangible, time‑bound actions — moving commitments from 'files to real‑life impact' — and framed the early warning system and supply‑chain measures as parts of that practical agenda.
